The incident took place during a hearing this afternoon of the House Committee on Financial Services that was marking up the COVID relief bill.

He was attending virtually and after being recognized by the chair, appeared upside down.

"I'm sorry, Mr. Emmer?" Chairwoman Maxine Waters asked, "Are you okay?"

"You're upside down, Tom," piped in a colleague, with another helpfully suggesting, "You can stand on your head."

"I don't know how to fix that," Emmer said more than once.

"You're going viral, Tom," said another. but the winner of the moment:

"At least he's not a cat."

Incidentally, while he fixed his orientation problem later, the funky background remained. But a right-side up floating head is slightly less disconcerting than an up-side down one.

The congressman was a good sport about it, and took it all in stride.
