Maybe he said "and to quote" (what was he quoting?), but still, he's done this before:
UPDATE: The comments come from the 2:30 mark in this speech, where he is quoting Walmart's CEO. His transition by saying "end of quote" is still weird as heck given the context.
You may have heard the CEO of Walmart yesterday on the steps we've taken, he said, and I quote, ‘The combination of private enterprise and government working together has been really successful.' He went on to say, ‘All the way through the supply chain there's a lot of innovation because of the actions we've taken things have begun to change' …end of quote.
Guy sounds like he's reading a manuscript instead of delivering a speech: zero pacing or intonation change… just a reliance on reading the postscript so we all know what in the world he's saying.
