It's passed. I got it passed by a vote or two, and already a total of... 13 million people have applied for that service.
HE DOESN'T KNOW HIS OWN EXECUTIVE ORDER!
Maybe that's how they convinced him to sign it. They probably told him "no it's not an executive order, Congress passed it! This isn't on you, just grab your pen."
Just a reminder: The president can't pass law. That's Congress' job.
