Why in the world is Joe Biden so awkward around kids?

Again... why??

My only point here is that no human being who's spent 50 years in federal office should be this touchy feely and this awkward around people.

He's literally hovering right over one kid while rubbing his shoulders. Why did he have to straddle the kid and his chair instead of politely standing beside him??
