A tourniquet is a band used to quickly stop blood loss to an arm or a leg by squeezing the extremity. This buys crucial time for an injured person to get to the ER if major arteries like the brachial or femoral are punctured. You place the tourniquet above the wound, not ON IT, to stop blow flow.

Using it to barely hold on one little square of gauze is an idiotic use of medical equipment.

If the wound isn't severe, it can be treated by applying emergency clotting powder and then packing the wound tightly with gauze and/or applying emergency sutures.

Given the safety violations in play, I have to wonder how long it will be before this journalist realizes he can sue!
