Seriously though, an audit found that over half of New York's CDLs were given to illegals. Not actual, regular immigrants; illegal immigrants.

Transportation Secretary Sean Duffy threatened Friday to yank $73 million in federal highway funding meant for New York after an audit found more than half of the Empire State's commercial trucking licenses were issued to foreign-born drivers in the US illegally.

Duffy issued the warning after the Federal Motor Carrier Safety Administration examined 200 non-domiciled commercial driver's licenses (CDLs) issued by the New York Department of Motor Vehicles and found 107 were unlawfully issued.
This was part of a nationwide audit, and Transportation Secretary Sean Duffy calls New York the "worst offender."
The Trump administration withheld funding to California for similar reasons and here was the result:
