How is it possible that — even with the complicating factor of the lawsuit and the reconciliation policy — one of the primary cities of the most advanced nation in the world cannot figure out how to quickly count a small fraction of ballots cast in their elections?
Is their system that hopelessly broken and useless?
Are the people running it that inept?
Is there something else going on here?
