The year is 1801. President Thomas Jefferson has mobilized the fledgling U.S. fleet to destroy the Barbary kingdoms off the coast of Africa.
Some of these Barbary pirates have taken up residence in an American city, funneling American tax dollars back to the Islamic slave kings of the northern Sahara.
Jefferson mobilizes U.S. peace officers to the city to root out fraud and other criminal activity related to these foreigners.
The mayor, however, holds a press conference to publicly warn about Jefferson's agents and declares that he will not cooperate with the U.S. government. He even professes this in Arabic to the Barbary residents of his city as proof of his undying loyalty.
