If you haven't come to understand how Trump talks, I'm not sure I can help you at this point. The guy isn't the most eloquent and often gets taken out of context on purpose.
Trump never said he had proof that this crash was definitively caused by DEI policies, but was speaking in general about the dangers of DEI on a system so sophisticated and fine-tuned as air traffic control.
But when he's switching back between generalities and specifics, well, it creates soundbites like this that the media loves to run with:
The media is making this about Trump, but let's not get distracted. Trump is reading from the FAA website. I'll quote it below. It's not some fake news CNN garbage. It's the awful truth that was the Biden administration and their complete idiocy.

The Federal Aviation Administration (FAA) is actively recruiting workers who suffer 'severe intellectual' disabilities, psychiatric problems and other mental and physical conditions under a diversity and inclusion hiring initiative spelled out on the agency's website.
'Targeted disabilities are those disabilities that the Federal government, as a matter of policy, has identified for special emphasis in recruitment and hiring,' the FAA's website states. 'They include hearing, vision, missing extremities, partial paralysis, complete paralysis, epilepsy, severe intellectual disability, psychiatric disability and dwarfism.'

The fact that we don't know whether this was a competency issue caused by woke, Marxist-oriented hiring standards is the problem, not Trump's personal opinions on the matter.
Trump simply doesn't miss an opportunity to point out how Joe Biden and his handlers ran the country for the last 4 years ... while the same media that's currently criticizing Trump looked the other way.
