Seriously — what's happening here?

Why exactly would a police officer feel the need to aggressively try and run a moped off the highway? Was there some sort of major infraction or safety risk here? If it was an attempted pullover, why weren't his flashers on? Very strange.

The NYPD, meanwhile, is positively tight-lipped about it:
