The State of the Union is supposed to be an informative speech which gives us a bit of an update as to how our country is faring at present. Why, then, has Joe Biden so often simply repeated his lines during these speeches?

You can tell how much Biden has accomplished by the fact that he's still trying to accomplish the same thing every year for the last 4 years.
