What he's trying to do is pretend he doesn't have a massive ego by pointing out that he was too dumb and unskilled to become a firefighter, cop, or priest.
He's just kindly ol' Joe, your local Scranton politician.
Only one problem: Telling everyone you were too unqualified to be a cop so you decided to become the Commander-in-Chief of the Armed Forces of the United States of America – the person in charge of the nuclear codes, for goodness' sake – is not the endearing shoutout to the little people that you think it is.
