It's not every day that you see a major U.S. city taking out a full-page ad in The New York Times to beg people to return, especially with the selling point that they aren't that bad.

Portland is still in lockdown mode and its downtown looks like this...
Because of dozens of riots over the past year that looked like this (language warning ahead):
The new ad comes days after the entire Rapid Response Team of the police force quit.
Oh, and speaking of police morale...
I guess it's a good thing the city didn't let residents write the ad, or it would have been even worse:
"Anything can happen. We like it this way."
