Well, look at that: Joe Biden actually did something that embarrasses China.
To be fair, however, this move is purely optical – it doesn't mean that the U.S. is calling for the games to be pulled from China or that U.S. athletes can't participate. It just means no American diplomats will be at the events and that the U.S. government won't add to the "fanfare" of the games.
The last time there was a total U.S. boycott of the games was in 1980 over the Soviet Union's invasion of Afghanistan.

Zhao Lijian, a spokesman China's Ministry of Foreign Affairs said that the Olympics "is not a stage for political show and political manipulation" and that the boycott is "provocation" and "a serious offense to the 1.4 billion Chinese people."
