Yes, that is the jury forewoman for a grand jury that might indict a former president of the United States, and she's speaking to the media in advance of any announcements about said indictment to talk about how cool it would be to swear Donald J. Trump into court.

Even CNN's Anderson's Cooper couldn't believe what he was hearing.
"Why this person is talking on TV, I do not understand," Cooper said, according to a clip recorded by Mediaite. "She's clearly enjoying herself. Is this responsible? She was the foreperson of this grand jury."
This grand jury was assembled in Georgia last year to investigate whether legal action could be taken against Trump because of his multi-state court battles to review the results of the 2020 election. The grand jury is specifically looking into the question of unlawful interference in Georgia.
Other individuals being considered for possible indictment include Rudy Giuliani, Sen. Lindsay Graham (R-SC), former White House chief of staff Mark Meadows, Georgia Gov. Brian Kemp, and Georgia Secretary of State Brad Raffensperger.
In Georgia, grand juries do not have the authority to indict, but their recommendations are given to District Attorneys to create the basis for a case. In this situation, the inquest was started by liberal DA Fani Willis, who took part in a Democratic fundraiser last June. To say that there is any objectivity in this politically and personally motivated hit job would be laughable.

Fulton County Superior Court Judge Robert McBurney dissolved the special grand jury last month and recommended that its report be made public.
Sections of the report were released last week and indicated that "perjury may have been committed by one or more witnesses testifying."
The group of 26 jurors also said they unanimously found no evidence to back the 45th president's claims that widespread voter fraud cost him Georgia's 16 electoral votes.
The former commander-in-chief commented on the Georgia investigation in a Truth Social post on Tuesday, calling Willis, who is black, a "Racist in Reverse," and arguing that the probe is an attempt to stifle free speech.
