Judge blocks Trump order that protects kids from surgical mutilation and chemical castration, uses tired old claim about suicide as justification

Can a constitutional lawyer please explain to me what the legal basis for this ruling could possibly be?

It's not "healthcare," WaPo. It's surgical mutilation and chemical castration!

Look at how these ghouls frame it:

A federal judge on Thursday blocked executive orders signed by President Donald Trump that target transgender people and their health care, giving temporary relief to LGBTQ individuals and their families, who braced for legal battles to continue.

You don't hate journalists enough.

U.S. District Judge Brendan A. Hurson granted a temporary restraining order after a hearing in federal court in Baltimore. The government is expected to appeal the decision, which legal experts said could ultimately go to the Supreme Court.

The judge had this to say:

This is a population with an extremely higher rate for suicide, poverty, unemployment, drug addiction..

And that not castrating/mutilating them would be

...horribly dangerous for anyone, for any care, but particularly for this extremely vulnerable population.

Okay, so the judge's entire justification is basically like:

Has this federal judge not seen the studies showing that suicidal idealization is NOT helped by butchering people in accordance with the ideology of the woke gender cult??

Trump's order withheld funds to healthcare institutions that butchered kids in the name of the pseudoscientific religious ideas known as modern gender theory.

As the head of the executive branch of the federal government, he has the full authority to set basic executive policy concerning disbursement of executive funds. His order did not threaten criminal action against hospitals participating in this butchery; it merely withheld U.S. taxpayer dollars that were being given in the form of grants and other disbursements.

I'm starting to think our unelected judicial branch is comprised of activists who think they have the right to dictate law. Call me crazy!
