Judge Karin Immergut is just the latest to issue a ruling that attempts to prevent the president from commanding American troops (his literal job). Immergut initially ruled that Trump couldn't use the Oregon National Guard. When the Trump admin planned to send Californian guardsmen instead, Immergut amended her ruling to bar all National Guard troops from her state.
